In reply I have the honour to inform you that Board of Trustees, which the Chinese government propose to set up for the administration and apportionment of the British share of indemnity of 1901, will be requested to appropriate the necessary sum to cover the said debts owed by various Chinese provincial authorities to Hongkong University,
